Meet the CTR Board Members
The Commute Trip Reduction (CTR) Board is composed of 16 members. The Governor appoints members to the board to represent Washington citizens, businesses, state agencies, transit agencies and local jurisdictions. Appointments are either two- or four-year terms of service. Biographies of the current appointees are listed below.

“Transportation is changing- because of technology, fiscal constraints and societal needs. Accordingly, how we plan for and meet our transportation needs must change as well. The CTR Board sits at a vanguard of transportation innovation, bringing forward diverse perspectives, ideas and needs. It is both an honor and a significant challenge to not only develop ideas but move them toward implementation.”
Brian’s involvement with commute trip reduction dates back to the program’s inception in 1991. Initially responsible for program evaluation, he has since overseen every phase of its growth, every change to the law and every milestone along the way. Brian was appointed to represent the Secretary of Transportation on the CTR Board thanks to both his breadth of knowledge of the CTR program and his passion and enthusiasm for identifying strategies for transforming the transportation system. Brian now serves as the Director of the Public Transportation Division for the Washington State Department of Transportation.

Member Bio:
Andrew Austin is the newest citizen representative on the CTR board. He is the Field Director for Transportation Choices Coalition, he and lives in Tacoma. A Washington native and Pacific Lutheran University alum, Andrew is a true political junkie turned transit nerd. In college he lived car-free and became an avid cyclist and bus rider. Years later, Andrew still lives without a car and can be found traveling throughout Washington on a bus or train with his steel 70’s bike in tow. Andrew writes about car-free living for the TCC blog and social media pages, works on transportation funding ballot measure campaigns across the state and leads TCC’s policy work in Pierce County and Southwest Washington.

Kim Becklund's commitment to Commute Trip Reduction is shown every day as she vanpools and buses from her home
in West Seattle to her office in Bellevue. She has been a transportation professional for more than 20 years and
has held positions in the public, private and non-profit sectors focused on transportation finance, policy,
regional transit, highway planning and political advocacy. Currently she is serving as the City of Bellevue's
Transportation Policy Advisor.
Kim has been active over the last 15 years with the Women's Transportation
Seminar, as well as community life in Bellevue and Seattle. She has a BA in Sociology/Political Science from
Western Washington University and an MPA from Evergreen State College.

Member Bio:
As its executive director, Jamie leads strategic planning and program implementation for Commute Seattle, a private-public partnership working to reduce the portion of drive alone commute trips to Downtown Seattle. Commute Seattle is an alliance between executive leaders of the Downtown Seattle Association, King County Metro and the City of Seattle.
Jamie recently developed a strategic plan that aligns program delivery with strategic modal goals and targets three private-sector market tiers with commute solutions: employers, property owners and commuters. Commute Seattle engages businesses in transportation demand management strategies not only by articulating the business value for supporting non drive-alone choices, but by helping employers implement commuter transportation strategies that align with their business values, culture and budget.
Jamie has over 20 years of experience providing transportation related business solutions to Seattle companies. As general manager of Zipcar she led operations, marketing, sales and customer service strategies to create change in the way that individual and business relate to vehicle ownership.

the Transportation Demand Management (TDM) Manager for the Spokane County Commute Trip Reduction Office,
Aurora is responsible for administering the CTR Program and implementing the CTR Plans and Ordinances for the
entire county, including all seven jurisdictions. She has worked in TDM for over 18 years and enjoys working
on a one-on-one basis with 110 CTR-affected worksites, as well as the 41 voluntary companies that currently
participate in the program and looks forward to her daily challenges as TDM Manager.
She is a member of the Washington State Ridesharing Organization (WSRO), the Association for Commuter
Transportation (ACT), has been on the CTR Board since 2006 and has served on many statewide committees,
including the Trip Reduction Performance Program (TRPP) selection committee, and the nine-county work group.

Lynn Frosch
is the Puget Sound Transportation Services Manager at Microsoft in Redmond. In overseeing the
Commute, Intra-campus Shuttle and Connector Bus programs for Microsoft (Puget Sound), Lynn is involved in
company, local and regional transportation matters. These Microsoft programs are in place in order to meet
public, corporate and social responsibilities, as well as help Microsoft meet trip reduction goals
specified by the Washington State CTR law and the City of Redmond Transportation Management Program. Lynn
currently serves on the Greater Redmond Transportation Management Association Board.

Matt represents King County Metro Transit on the CTR Board. He has extensive experience in designing and
implementing employer-based commute trip reduction programs. He also has a background in transportation
research and policy analysis. King County Metro is the largest public transportation provider in the state,
and it also has the largest public vanpool fleet in the nation. One of the skills Matt brings to the board
is the ability to develop partnerships to help coordinate action by multiple stakeholders while helping
each one to see the value in the end product. |

Michael represents the Washington State Transit Association (WSTA) on the CTR Board. He has been General
Manager of Intercity Transit for over 11 years and has served a variety of roles at WSTA. He is currently
Chair of the WSTA Legislative Committee. Intercity Transit operates a 140+ vanpool program and is active in
the Thurston County CTR program. |

"Transportation congestion, air quality and energy independence are key areas of concern throughout the Spokane area."
Ted is the Fleet Services Manager at Avista Utilities in Spokane. Managing a fleet of vehicles for a multi-state electric and gas utility, he is involved in local, regiona, and national transportation issues. He served on the City of Spokane's Plan Commission for more than 12 years and took particular interest in transportation infrastructure and related topics. His educational background includes urban planning and transportation issues.
The recent recipient of a Governor's Commute Smart Legacy Award, Ted told the Spokesman Review that the state's CTR program “has stayed relevant for so long” and enjoys passionate support among people who “believe in the environment” because it focuses on rewards. At his firm Avista, he said, employees use a wide range of options, including telecommuting and flexible work schedules.

Bio: Over the past 19 years Robin has enjoyed a career focus on transportation demand management (TDM) and multimodal transportation planning. In the early 1990’s she worked on the development of the Delaware Employee Commute Options program. Her commute trip reduction experience continued as a consultant in Washington, D.C., and then as the director of two Transportation Management Associations in Denver, Colo. Currently, Robin is the mobility team program manager with the Puget Sound Regional Council (PSRC) where she oversees several planning areas, including TDM, intelligent transportation systems and safety and security. She also oversees prioritization and monitoring of the newly adopted regional transportation plan, Transportation 2040, and the region’s congestion management process.

Bio:
Joyce Phillips is committed to solving climate
change issues through land use and transportation planning. She has 20 years of current and long-range
planning experience in Washington State, including city, county and state government. She was appointed by
Governor Gregoire to the Commute Trip Reduction Board in 2006, and served as a state liaison to the governor’s
Climate Action Team in 2007. In 2008 Joyce served as the primary staff to the state’s Land Use and Climate
Change Advisory Committee. Joyce is currently assisting the State Energy Office in the update of the state
energy strategy, focusing on integrating land use, permitting, and renewable energy facilities into the
strategy.
Joyce is interested in climate change, land use, transportation, energy, preserving rural and historic areas,
and urban design. She has a Bachelor’s degree in Geography and Land Use Studies from Central Washington
University. In 2006, she received the Barbara Grace Award for dedication to public service and professional
accomplishment in planning. Joyce has served on the Washington Chapter American Planning Association Board and
is pursuing her Masters Degree in Public Administration. |

Page is the Executive Director of the Yakima Valley Conference of Governments (YVCOG), which is the lead
agency for the Yakima Valley CTR program. YVCOG is also the lead planning agency for the greater Yakima Metropolitan and Regional Transportation Planning Organization (MPO/RTPO). She has been involved in commute trip reduction throughout her
18 years of transportation planning experience. She was involved in establishing the CTR program in
Clark County in 1992 after the CTR Act was first passed. Since that time she has consistently worked with
CTR as part of metropolitan and regional transportation planning. Page is one of two MPO/RTPO representatives on the CTR Board.

Member Bio:
Brent has worked in the transportation department at the Seattle headquarters of Starbucks Coffee Company since 1998, and has been the transportation programs manager since 2009. His main responsibility is to assist the 3400 on-site employees with their commute choices, and to encourage them to use alternate-commute modes rather than driving alone. Brent also manages the in-house shuttle services that provide service to-and-from the primary ferry, bus, and train hubs, vanpool and vanshare programs, the ORCA card program, on-site and off-site parking, the bicycle incentive programs, and charter bus services.
