Meet the CTR Board Members

The Commute Trip Reduction (CTR) Board consists of 16 members. The Governor appoints members to the Board to represent Washington citizens, businesses, state agencies, transit agencies and local jurisdictions

"I thrive on the opportunity to participate because I have a lot of ideas on how to improve CTR and my participation on the Board is a way to make these changes real."

Brian is the Public Transportation and Commute Options Program Manager with the Washington State Department of Transportation. He has been involved in the CTR program since 1991. He initially was responsible for the evaluation of the program, and since 1994 has been managing the program. Brian was appointed to represent the Secretary of Transportation on the CTR Board because of his enthusiasm for identifying ways to make things better and his knowledge of the CTR program.

Kim's commitment to Commute Trip Reduction is shown every day as she vanpools from her home in West Seattle to her office in Bellevue.

Kim Becklund has been a transportation professional for over 17 years and has held positions in the public, private and non-profit sectors focused on transportation finance, policy, regional transit, highway planning and political advocacy. Currently she is serving as the City of Bellevue's Transportation Policy Advisor where she has been since 1999. Kim has been active over the last ten years with the Women's Transportation Seminar, community life in Bellevue and Seattle and is an active member of the State's Commute Trip Reduction Task Force. She has a BA in Sociology/Political Science from Western Washington University and an MPA from the Evergreen State College. .

"It's not just my job, it's a life style. I hope that when my three grandchildren grow up, progress made in the field of Transportation Demand Management will prove to have increased their quality of life also."

As the Transportation Demand Management Manager in the Spokane County CTR office, Aurora is responsible for administering the CTR program for the entire County. She has worked in the Transportation Demand Management field for over 14 years. She has conducted the ETC Basic Training course for not only Spokane County, but also for Kitsap, Thurston, Clark and Yakima Counties. She has served on many statewide committees, including the Trip Reduction Performance Program (TRPP) selection committee, and the nine-county work group.

Matt represents King County Metro Transit on the CTR Board. He has extensive experience in designing and implementing employer-based commute trip reduction programs. He also has a background in transportation research and policy analysis. King County Metro is the largest public transportation provider in the state, and it also has the largest public vanpool fleet in the nation. One of the skills Matt brings to the board is the ability to develop partnerships to help coordinate action by multiple stakeholders while helping each one to see the value in the end product.

"The answer to our transportation challenges is not simply to throw more resources at the problem. We live in a beautiful state and to maintain the quality of life expected by our residents we must use existing resources better, improve public transportation, and provide transportation choices."

Michael represents the Washington State Transit Association (WSTA) on the CTR Board. He has been General Manager of Intercity Transit for over 11 years and has served a variety of roles at WSTA. He is currently Chair of the WSTA legislative committee. Intercity Transit operates a 140+ vanpool program and is active in the Thurston County CTR program.

"Transportation congestion, air quality and energy independence are key areas of concern throughout the Spokane area."

Ted is the Fleet Services Manager at Avista Utilities in Spokane. In managing a fleet of vehicles for a multi-state electric and gas utility Ted is involved in local, regiona,l and national transportation issues. He served on the City of Spokane's Plan Commission for over 12 years and took particular interest in transportation infrastructure and related topics. His educational background includes urban planning and transportation issues.

Charlie is the Transportation Planning Director of the Puget Sound Regional Council. He has 26 years experience in transportation planning at the federal, state, and regional levels.

"I believe an important component of CTR is how land use and transportation planning work together in comprehensive plans and implementation at the local level."

Joyce works in Growth Management Services (GMS) for the Washington State Department of Community, Trade and Economic Development. She specializes in transportation policy for GMS. Joyce has fifteen years of local and state government planning experience. She has worked for city, county and state government, in both Eastern and Western Washington. Her areas of interest include land use, transportation, historic preservation, rural area preservation, and urban design, and she has worked in both current and long-range planning.

Matt is the Transportation Planning Manager with the City of Vancouver in Southwest Washington. He is responsible for developing transportation systems policy and overseeing all the transportation planning functions for the City of Vancouver. He has over a decade of professional experience working in local government, transit, and private consulting. The focus of Matt's work has been oversight of planning processes in the areas of transportation, land-use and economic development.

"I believe we need to involve the broader community of employers, developers and jurisdictions in better managing growth congestion in our state, on both the local and regional levels. Trip reduction is one of many strategies needed to accomplish increased mobility and livability in Washington in the face of the growing congestion on our roads and freeways."

William represents citizen interests as a citizen representative on the board. He has been part of the Commute Trip Reduction program since its inception in 1991. He helped to write the original CTR law and the subsequent updates. As a member of the CTR Task Force he helped write the vanpool and ridesharing tax incentives. William has 30 years of experience as a manager of innovative projects in the Public Transportation field. He is presently working part-time for the King County Department of Transportation on specific Transportation demand Management projects.

Page is the Executive Director of the Yakima Valley Conference of Governments (YVCOG), which is the lead agency for the Yakima Valley CTR program. She has been involved in commute trip reduction throughout her fifteen years of transportation planning experience. She was involved in establishing the CTR program in Clark County in 1992 after the CTR Act was first passed. Since that time she has consistently worked with CTR as part of metropolitan and regional transportation planning.
