Commute Trip Reduction Program
The Washington State Legislature passed the Commute Trip Reduction (CTR) Law in 1991, incorporating it into the Washington Clean Air Act. The goals of the program are to reduce traffic congestion, reduce air pollution, and petroleum consumption through employer-based programs that decrease the number of commute trips made by people driving alone.

The legislature passed the Commute Trip Reduction (CTR) Efficiency Act (ESSB 6566) during the 2006 session. Reflective of the legislative changes, the CTR Program now has Rules to direct state, regional and local planning processes.

Trip Reduction Performance Program (TRPP)
The Washington State Legislature created a trip reduction performance program in 2003 to encourage entrepreneurs, private companies, transit systems, cities, non-profit organizations, developers, and property managers to provide services to employees that result in fewer vehicle trips arriving at worksites. The Legislature has provided $1.5 million in funding for the 2005-2007 biennium.


Vanpool Grant Program
In 2003, the Washington State Legislature created a vanpool grant program to increase the use of vanpooling by the state’s commuters. The program was funded at $4 million for the 2003–2005 biennium and at $5 million for the 2005–2007 biennium. The funds are for public transit agencies and can be used only for the capital costs of putting new vans on the road and for incentives for employers to increase employee vanpool use.



Wheel Options
Wheel Options is a statewide campaign presented by the Washington State Ridesharing Organization (WSRO). Wheel Options promotions support the mission of WSRO by encouraging commuters to reduce their driving, which helps reduce air pollution, traffic congestion, and energy consumption.



WSDOT Transportation Demand Management (TDM)
WSDOT invests in and promotes a variety of strategies for commute options, including the use of carpools, vanpools, buses, bicycling, walking, compressed work hours, or working from home.


Agency Council on Coordinated Transportation (ACCT)
The Agency Council on Coordinated Transportation is a partnership of state agencies, transportation providers, and consumer advocates. ACCT provides a forum to bring agencies and people together to maximize the use of all community transportation resources while meeting local and agency needs.
